You might want to go look at that Feb 2019 trade for Matt Duchene, CBJ and OTT. There was absolutely a conditional first round pick based on Duchene resigning in Columbus.

A new CBA was certified in 2020 if I’m not mistaken. I know for a fact that conditions based on whether players re-sign are no longer allowed.

The new CBA kicked in in 2020 not 2019, The new CBA forbids conditional picks being attached to signings.
