why would Yotes decline?

2 young players on reasonable deals for an older player on an expiring contract.

Because Kessel is a top-6 forward (43 points last year) and a third-line forward (17 points) and fourth-line forward (12 points) don't replace him, let alone constitute an improvement. Mikheyev is a rental just like Kessel and all Arizona saves in cap hit is a measly $500k+.

P.S. [late edit]: By the way, per terms of their respective contracts, this deal would cost Arizona $1.6 million in actual money even without the retention.
