Even if Gaudreau leaves, this summer and Tkachuk leaves the followings summer, the Flames have no reason "to rebuild". Just spend that the cap you were going to spend on those two guys on other players.
It's the job of GMs to find. value since most teams spend to the cap or close to it anyway.

In this scenario though, they have to trade Mangiapane and Lindholm as well.

in all reality if this was the case it’d be easier for the devils to offer sheet him for 4 first round picks because they’re giving up more here than those picks

For sure. It's very rare that a team willingly rebuilds, it happens, but it's not frequent. In Calgary, the show will go on regardless who does or doesn't re-sign. I would be willing to entertain a debate as to whether or not that's the right approach, but in reality the mandate from Calgary Flames ownership is to be a playoff team every season. Think it might have been Jay Feaster that said, he was told he can miss the playoffs, but doing so in consecutive seasons isn't acceptable.
