That's not how trades work. You can't send a cap dump and assume the other team retains and flips him for value. A cap dump is a cap dump; Pit needs to pay to move him. Furthermore, the Hawks won't have a retention spot anyway if Toews and Kane are gone.

Hawks decline. The picks are fine as a start, but two 2nd's and a 4th don't get McCabe and Domi. McGinn has little value to Hawks - he does nothing to move the rebuild ahead. And as ChiHawk said above, Dumo is a pure cap dump. No value at all in this deal. Even if Hawks could flip him, it's the Hawks retaining that adds value. If Dumo at $4m is worth a pick, the Pens should just trade him.
