It's likely gonna need to be at least 23 2nd value, yes. And expect competition. He's does a lot of things for low cap and isn't like a top tier UFA who will require a 23 1st. It's a lot easier for contenders to fit him in. On top of that, there's a decent chance the Blues just keep him (as long as his agent doesn't want to get crazy).

No because there's at least 7-8 teams in on Horvat per reports, And Toronto doesn't have the pieces to outbid most of those teams that are pursuing Bo Horvat.

And what are other teams going to bid? 2 A level almost if not NHL ready prospects, and a 1st is pretty good value. I'd even go as far as pulling Niemela and Minten and replacing with Sandin and a B level prospect or 3rd rounder
