They're gonna move him if he doesn't sign an extension in the summer. CAR can't afford to let FA's walk.
But there will be a bidding war, and this offer would most likely be beat.

BUF is a perfect place for him to land, and sign long term. But BUF needs to up the ante to secure him.

If Pesce's contract demands get too high, the price will go down quite a bit. If I'm another team, I know he's a right hander, I know he can gobble important minutes, but I'm not too stoked paying a top 4 DFD anything more than 6 per year, especially past the age of 33.

Olofsson will probably be gone by the time Pesce is available...

I think the Severson contract is a fair comparable, but on a 6yr term instead of 8.
