If Carter waived his NMC the pens should absolutely positively definitely for sure do it. Solves cap issues and BJC issue

Hawks decline and maybe counter with Kuzy (no retention) and Washington's unprotected '24 1st for future considerations. No chance the Hawks pay anything to acquire him. I'm not even sure the Hawks would want him around Bedard at all.
