I mean if garland is retained to equal TVR salary than sure but he's not. Garland is a solid player but he still has negative value with his current contract.

TVR has the same problem as Garland. If he was on a 1-year contract he has good value, but he's on a three-year contract, and unlike Garland he's old. He's negative value right now also.
