After looking at the CBA, I believe BsInOttawa is right. Section 50.10(c) reads: "For Players that are suspended, either by a Club or by the League, the Player Salary and Bonuses that are not paid to such Players shall not count against a Club's Upper Limit or against the Players' Share for the duration of the suspension, but the Club must have Payroll Room for such Player's Player Salary and Bonuses in order for such Player to be able to return to Play for the Club."
Also, after reading more it makes more sense for OTT to sign Pinto ASAP rather than wait until Jan for the very reason Caniac555 says. Barring a LTIR injury, we're not accruing any cap space and Pinto's contract would be condensed, so while it may be a ~$870k hit on paper, I'm pretty sure they'd have to fit that hit in between signing and the end of the season, meaning rather than ~$870k across the 82 game schedule, it would be across 41 games; essentially doubling the cost against the cap.
HOWEVER, I am also not a cap-ologist. Just piecing together what I've read in the CBA, on CF, and on other sources.
