Hes a 4th liner, is over 30, and dont do much scoing

I would understand for if he was an RFA and scored yah 40 points and 25 goals but that aint Dowd

Dallas isn't spending a 1st on a 4th liner they don't need. They already have a rotation of Smith, Dellandrea, Faksa, and Steel on the 4th line. All Dowd would do is force the Stars to send Stankoven back to the AHL and they certainly aren't doing that AND paying a 1st to do so.
