Buffalo can't afford to keep Skinner and sign all of their top 10 picks but could waive his NTC to go to a cup contender/out of Buffalo. Boston has the need for a scoring winger and somehow has the cap room to pull this off and replenish their prospect pool.

If that salary was available for either Swayman or DeBrusk, they’d be signed already
