I would rather that we didn't have a strict policy, but rather left it up to human interpretation within the context of the inactivity.
With the case of Thornton, I know that he was fairly active in v1, and therefore I am willing to give him some extra protection to because they have a track record of participation.
I feel that it would be better if it was on a case-by-case basis, so that the BOE can use individual context, rather than a strict document to deal with inactivities, which have appeared to be few and far between thus far.
