No Kesler
I think your contracts are pretty undervalued for Kase, Montour and Bozak. If you want term for Kase and Montour, give them more money and increase the length, otherwise, cut the cost a little and give them a 1-2 year bridge deal. Bozak will at least want more term. He'll get better offers elsewhere.
Other than that, I think your approach is off. With Kesler out, you have an opportunity to put Terry and Steel in scoring roles. To spur their development, put Terry as Getzlaf's RW (since the Rakell-Getzlaf pair can pretty much carry the line) and have Steel play center to Perry and Kase, since he is not ready to play shutdown center with Cogs and Silfvy. Henrique is good defensively, so he can center the shutdown line.

Ducks 2018-19
I thought you meant the new guys like Steel and Terry. Even still, most teams usually sign an extra expendable player to play as a backup, like what Derek Grant and Marcus Petterson were supposed to be last year. This way they have a backup without risking waivers. There are also emergency loans which can be used in the case of an injury, which exempt the player from waivers as long as they are returned as soon as the injured player is healthy. Roy and Kossila can be used as replacements, but will still get playing time in the AHL.

I think you completely overvalued Cogliano. He's a good shutdown guy but his offensive is lacking, which MTL needs. Also they're kinda in a rebuild limbo, so I don't think they'd trade the young De La Rose.
Also, it would be better to sign Monty and Kase to long term deals now for a little more money than to wait a few years and pay them more.

Svechnikov is good, but you're paying for Connor McDavid with this trade. Completely overpaying. Ducks get robbed. Terry and a first is probably fair since Svechnikov is still unproven.

Ducks 2018-19
I can see multi year deals being a risk if it's a player in his late 20s or 30s who had a breakout year after being inconsistent for a few years prior, but with young players like Monty and Kase, it's very likely that they will continue to improve (or at least remain stagnant), so it's not too big of a gamble.
As far as waivers go, players on entry level contracts can be sent up and down without having to clear waivers for a year or two (I'm not exactly sure how the duration is determined. It might be a number of NHL games played and could vary from player to player, but waiver exemption definitely is a thing.). This allows teams to test out rookies without worrying about losing them.

I think it would be better to go long term for Monty and Kase. Since they each only have one full year, they would demand less money than they will in a few years. You might have to pay a little more, especially for Kase, but it will be better long-term. Also if you're gonna bring up rookies, don't play them on the 4th line. It's not their style and won't help them develop as much.

Ducks 2018-19
Pretty good team, but two concerns:
1. Since Kase and Monty had breakout seasons this year, it would be better to pay a little more for long term deals since they haven't shown consistent play. If they continue this play for the two years on your contracts, they'll require a much higher salary than they would get now.
2. I'd shuffle the lines a bit. If you wanna help Steel and Terry develop, they should be put on scoring lines with good players to ease them in. A 4th line role isn't their style of play. Also, for the young prospects, it would be better to give them playing time in the minors than have them scratched as backups.

Changing the culture
Are you a Canes fan? Because you clearly have no idea about the Ducks. First off, Nick Ritchie is worth about half of that, and is definitely worse than Kase. And second, why would Ducks ever do the Carolina trade? Skinner is inconsistent, but even if he could constantly put in 30 goals a season, Getzlaf is still a top 5 playmaker in the league and will be for the next few years. You're gonna need a much bigger return especially if you are also giving up the Ducks top prospect. Getzlaf>Skinner and Steel>Necas. It just makes no sense unless you're also getting their 1st round pick this year, and even still that's iffy.

Yeah, I understand that he is right now, but Ritchie is also only 21, compared to his 24, which leaves him 3 years to develop. Dallas also has great defensive prospects (Julius Honka and Miro Heiskanen) to fill in the gap. I'll throw in a pick to better balance it out.

O’Reilly
Kesler would never waive, and there's no way O'Reilly is #1 center over Getzlaf, especially with that line. Montour is a great young NHL defender, so why would you give that away for a mediocre defensemen like Bogosian? Your lineup also makes no sense. You're swapping wingers' sides like its nobody's business, and Blandisi is not ready to be an NHL center. Also, send Max Jones to the AHL. He needs ice time to develop, so having him as a spare doesn't make sense. Lastly, Larsson isn't ready to be a 2nd line defenseman.

Anaheim Ducks Retool
You're gonna have to pay Kase and Montour about a million more each, but the Cap for next season is going to be around $80M, so it shouldn't be an issue.
Terry and Steel are offensive guys, so I'd recommend moving them up in the lineup and/or giving them power play time, since they will not prosper in a 4th line role. I'd also re-sign Grant since he's younger, can PK, and win faceoffs. Max Jones isn't NHL ready. He hasn't really developed since he was drafted due to injury, so he will need some time in the AHL.
Last thing, Manson doesn't PP. Put Montour in there.

This barely bolsters the lineup. Our biggest problem now is defense, considering we have to old men breaking up what could be a good line. We have 3 solid forward lines, so trade for a D-man. You also overpaid.

Final D tweaks
Beachemin and Bieksa are already 5/6 D that are playing with Lindholm. There's no point losing a third just get another unless he's young and has potential. Barberio is already 27, and won't even be playing on his comfortable side. Drop a 2nd or a prospect/bottom 6 player to get a 4+/3- guy if you're gonna find someone to play top 4 minutes, and even if you are dead set on the 5/6 D route, there are a lot of 5/6 guys who are right handed and more experienced than Barberio and could play with Pettersson on the 3rd line if the Hampus pairing doesn't work out, without that line being a defensive liability.

Vanek is a good idea. A bit undervalued, but it allows you to take Rakell off the top line. Also, consider calling up Steel to center Rakell/Perry.

Calling Up Sam Steel
At this point, Steel has no ceiling. It is very rare that a CHL player can average two points per game over a whole season. In recent years, it's been McDavid, Strome, Marner, Drouin, Ehlers, and a few more. I'm not gonna risk trading a young Getzlaf for a young Vermette. Sorry bud, you got a big hole to dig out of over there.

Silfverberg is better offensively and defensively than RNH (and costs less), so no way that trade goes through. Maroon is better that Roussel and Nurse is worth more than a fourth. Letestu is already a great fourth line center, so no reason trading him and signing Riberio who costs 1,000,000 more.

I don't think you should put Perry back with Getzlaf. Having Eaves on his RW was great last year, and Perry and Rakell have worked well together. Also, don't ever break up the Kesler line.

If this is a joke, I apologize for taking it seriously... BUT WHY??? First off, you won't be able to trade Perry and Getzlaf with their NMCs, but why would you downgrade? Even with their age, I'd still rather have them. Also, Bernier is not getting a raise, and Eaves will probably demand more. You shouldn't scratch Manson over Bieksa any day, and you never break up the Kesler line. Props for finagling the expansion draft though,

Duchene
Bieksa is likely to waive his NMC for the expansion draft, so you don't need to deal with that, but I think the Ducks will protect Cam, Hampus, and Manson, so Vats would be exposed anyway unless they can trade him. The Duchene trade matches what I would expect Colorado's asking price to be, but it doesn't seem like a good trade for the Ducks. With an aging core, we would be better off saving the young guys and high picks. I would also try to swap out Larsson for Lindholm. A better route would be to trade Vatanen for a young forward to avoid losing him for nothing in the expansion.

Deadline
Dude, what are you doing?
1. Bieksa and Polak are both pretty bad third liners, so I'll assume they cancel out, leaving you with one of the best shutdown players in the league (Manson) and another solid (albeit overpriced) shutdown guy for a fourth liner and a pick. This doesn't add up, plus Ducks don't need defensive help or fourth line support. They need top 6 scoring. On top of this, you should look to trade Vatanen, since he can be replaced my Montour, but Ducks don't have a shutdown prospect behind Manson. Also, Bieksa has a NMC, which will only be waived for the expansion draft.
2. This is a lot for a rental.
3. Ducks don't need right wing support. Kase could grow into a speedy producer with a little help from a center like Getzlaf, and it overloads the right side, blocking out prospects like Kase and Shaw from getting playing time.
