It's only used when teams need extra cap space. Kinda like how David Clarkson isn't on LTIR, even though he's never going to play again. Vegas doesn't need any extra cap space, so they just leave him on IR.
Also, for example, last season for Dallas, Mattias Janmark was out the whole season because of a knee injury. But Dallas didn't need to put him on LTIR because they had cap space. And this season, Dallas put Marc Methot on LTIR, even though he was only out for 4-6 weeks, because they were tight against the cap and still needed to call up players.

After he was injured, it was said he'd be re-evaluated in 6 weeks, and that was a little over a week ago. So he's 4-5 weeks away from a re-evaluation. Since we don't know the actual extent of the injury, it's hard to say if/when he'll return at all this season.
