How on Earth would he not be. Don't let his +/- fool you, Risto has played 26+ minutes a game for the last 3 seasons with the leagues worst team. If he played on a middle of the pack team, he would get 60 or more points

are we really claiming 1 year in the league McAvoy is a top 30 defense man, but Seth Jones doesn't make the list now?
Or how about Letang? Yup he had one down year, a season after neck surgery and some how we have come to the conclusion he's not top 30? I'm willing to bet I can find 31 teams that would love to have him.
