a team give up a lot of shots of the when killing a penalty. by your logic it is better if the they gave a goal early, so there wouldn't be as many shots given when killing penalty.

No, I don't think Rielly will regress, I think he will stay the sameish. Maybe a little better, but probably not a legit top pairing/shutdown guy. I think Liljegren will be good, but it will realistically take a few years for him to become a top pairing guy, as it has/will McAvoy who I think probably has a more more balanced skill set and has a year of experience on him. I love the way Toronto has handled him by the way. They didn't rush him.
The shots given up is usually a pretty good indicator, it's pretty much what the advanced defensive stats are all about. No, it's not the end all be all, but it's generally better to hold your opponent to less shots on net.
Sorry - The leafs can score. My attempted point was - you got Tavares, move a kid (Nylander) for a legit D stud. He's good enough to get something pretty darn good back. Marner is untouchable to me as is Matthews (obviously). As a Bruins fan the leafs would scare me more with a stud D man than another guy who can score. I am not sure the leafs overall production goes up that much adding tavares and subtracting JVR and Bozak. Clearly Tavares is better and it slots Kadri as a 3rd center which could pose some nightmare matchups, but I still see a weakness in the D.
Johnsson and Kapanen could probably pick up the hole that Nylander would leave, but feel like took a step back/stayed the same.
