Kings refuse on the fact that two picks in the top 33 is too much to give up to off-load Phaneuf for a rebuilding team. The overall cap savings is better in the short term sure, but Phaneuf's contract runs out before the expansion draft and Toffoli is someone they can get a piece for. Add onto that the fact that JVR is under contract for 4 more years (through the expansion, so he'll have to warrant thought on saving a spot) for $7mill. In addition, there are even rumors of a buy-out for Phaneuf since cap hit probably won't be a huge problem for the Kings for the next 2 years, as they turn over roster players like Quick, Carter, and possibly Martinez and Toffoli for younger pieces that are cost-effective for the re-tool/rebuild.
Just doesn't make sense from an LA standpoint.
