Depending on what the cap number would be, this would pretty much make anybody in play for a top FA this year which would be very interesting

I have a hard time believing the league would ever consider giving teams 2 CBO's. However, playing a long here, I do think there will be a bunch of teams, the richer sort, that get creative in helping some of the poorer teams out as part of trades, etc.

They did it before.

Under the provisions of the current Collective Bargaining Agreement, each team is allowed two compliance buyouts before the start of the 2014-15 season. The buyouts must occur during windows of time specified by the CBA.

I agree teams that are out of CBO'S will trade player and the other team will gain draft picks. and then buyout said player

There sure wont be 2 CBOs with a flat cap, If the cap drops to $70 million or possibly $60 million then perhaps there might be or a rollback.

This is a different situation, and the PA has to vote to agree with whatever the NHL proposes. It's not as simple as, "because it was done before, it is automatic to exact form and content as it had been done previously".

I understand that. But it's not out of the realm of possibility. by no means am I saying it's written in stone.

Sabres would be Okposo for sure,
then Hutton next pretty easily

but our GM would never do that after just signing him to the big deal

Question: can you CBO a previous buyout? If so, I think Edmonton would be best served by turning Sekera's buyout into a CBO instead of buying out Russell, for two reasons: I don't think Russell's play warrants a buyout, and it would create space over the next 3 years vs just 1 with a Russell buyout.
