Leafs are going to lose dell to waivers anyways and may as well pickup a serviceable third-string goalie before that happens. Washington upgrades their backup position

Why do the leafs do this exactly? Dell will be on the taxi squad and in pretty sure they wont need waivers

They will require waivers. The more interesting thing is what are the quarantine protocols like going from Canada to the US? How long would a team need to wait before getting their waiver claimed backup?

Also is Washington prepared to put Vanecek through waivers to only get Dell as a replacement? If the Leafs were asking for a goalie back it would be Vanecek, and not Copley, since Washington in this case seems prepared to lose him anyway. You would have to make this worthwhile for Toronto. With Copley and a 6th, the Leafs might as well take their chances with waivers.

To be on the taxi squad, if you're waivers-eligible, you need to go through the waivers first. It's like the minors. One option is to finalize the 20-man roster and leave Dell as a scratch instead of on the taxi squad. But this depends on how much cap space the Leafs have after their initial 20-man roster because they may need to send him on the taxi squad if they exceed the cap.

With other suitable options available that won't require travel across the border and a long quarantine I think Dell gets less interest.

I know its 2 weeks coming into Canada but the US has generally been softer with rules like this.

Teams will be allowed to carry 3 goalies on active roster if they choose to this year. They don’t have to send Dell to taxi squad or put him on waivers if they don’t wish too.

They have to go through normal season starting waivers. Two of Andersen, Campbell, Dell and Hutchinson will be on the big club, the other two will need to be waived and clear. Waivers are basically exactly the same, with the taxi squad following the same rules as being in the AHL (including paychecks).
