Description
There were sixty-five (65) players with No Movement Clauses (NMC) before the 2017 expansion draft. Many were asked to waive. Only two did.

Three were injury exemptions (shown here on LTIR).

Two waived their NMC (shown here on Taxi Squad).

1. Marc-Andre Fleury (who was selected by Vegas)

I don't know the rules after you waived it once that season but Taylor Hall waived to go to the Bruins. However does this not mean that the Bruins need to protect him for this expansion draft?

Lucic waived as well.

Apparently there weren't actually a ton of people asked to waive. The only two notable refusals were that I've seen are Phaneuf and Yandle.

I personally think that GM's are very wary of asking players to waive NMC's in the first place, especially if it's the same GM in the position now as when the contract was signed. It's pretty bad optics.

He's a UFA. You can use a protection slot on him if you're confident that you'll re-sign him, but most UFA's aren't protected. If Seattle picks him, and they can't come to terms on a contract, they risk wasting that pick.

No, if you have an expiring contract, it does not count towards expansion draft.
Boston will only be forced to protect him if they signed him to extension before July 17.

Seattle gets to interview all the UFA's before they conduct expansion draft.
So if they pick a UFA, one can be assured that player will likely sign with Seattle.

There is a short list at the top - but I honestly haven't fully researched who was asked and who wasn't.
Also, they guys who were bought out...were asked to waived first.

I mean, I'm not 100% sure on everyone, I've just gone by what I've read. Just a quick gander at your list, and I'm 100% sure that Bieksa wasn't asked to waive, because the Ducks had a deal already in place. Staal and Girardi were apparently also not asked to waive (from what I've read).

As for the buyouts, I'm not sure that it's a given that they were asked. Look at someone like the Avs with Beauchemin...it was probably cheaper for Colorado to buyout Beauchemin than to compensate Vegas for taking him given what teams were giving up to shed salary. Anaheim moved Shea Theodore to get rid of one year of Clayton Stoner ($3.25 mil). The Despres buyout cost the Ducks a little over $5 mil over the span of 8 years. Same sort of deal with Girardi. The cost of shedding the contract would have been attrocious.

Most guys in the last expansion draft with NMCs would have been protected even without them. Even like Pommer for MN it wouldn't have mattered. Dumba/Brodin would have been the pick for VGK without MN bribing them.

It really doesn't matter this year for most teams either if guys waive their NMC or not. It's been 4 years since the Vegas draft, some of the same players have NMCs and are now well past their primes. There isn't a chance they'll be picked now. If they are on a good team they might waive just to help their chances at the Cup or risk being a buyout.

So much is different with the flat cap and teams have time to be better prepared for this expansion draft than it was for the Vegas draft. I think a few more will waive, if asked, this time around.

It would have to be a pretty big UFA (Hamilton) to not just wait the extra couple of weeks and sign him as UFA. I mean the player wouldn't agree to the deal unless and they wanted to be there.

They had a deal done because Bieksa said he would not waive.
And you are right that they never formally requested the waiver.

There are two ways to look at "asked to waive"

One is a verbal ask. Team may ask, reporters may ask, whatever. Or a player may just preemptively just say that he won't.
Second is the more official, legal process in which NHL and NHLPA sign off on an addendum to the player contract.

There were many of the former, but few with the latter.

Of course.
But even if Seattle interviews a UFA, likes him, agrees to sign him, they can still pick another player from their original team.

So in Hamilton's example...If Carolina does not protect Dougie, Seattle can talk to him.
If they work out a deal, Seattle can still turn around and select Jake Bean from Carolina.

(unlikely scenario....but you can see how some times may not want their UFAs talking to Seattle)

True, but if you can get Hamilton now you take him. He hasn't been able to talk to other teams yet and SEA might be outbid. He'll be one of the top UFAs on the market. I like Bean a lot, but he's not worth the risk of losing what could be the best player (Hamilton) on the team for SEA.

For most players I agree, you pick someone else and try to get him as a UFA; but there are a few exceptions. Danault might be another one, I'm on the fence with what I'd do with the pick from MTL.
