What If - NHL had 2000 Expansion Rules

Description
For those who aren't aware, the Blue Jackets & Wild expansion draft had very different rules from the VGK & SEA drafts. In 2000, teams were allowed to protect 9 forwards, 5 defencemen & 1 goalie OR 7 forwards, 3 defencemen & 2 goalies. Obviously this didn't help either organizations do good off the get go. In addition I don't believe there was much if any restrictions on contracts in place for the following year, so when updating protection lists and drafting I will not take that into account. As well, I will respect every protection list, then add who I feel necessary. Those additions who weren't on original protection lists will be starred (*Carey Price for example). Double starred if it's a player who was unprotected and drafted as well (**Vince Dunn for example). Also, for McCann & TOR who was acquired to protect Kerfoot, he won't be protected for TOR and we'll act like he's still on PIT

Free Agent Signings:
- Phillip Grubauer still signs here on an identical deal, Hutchinson & Parsons both get loaned to AHL
- As Adam Larsson was looking for a change of scenery out of EDM, he still signs in SEA start of UFA, signed at 4.5 instead of 4
- Wennberg doesn't get signed here as we pick up 2 new centers in this draft in Johansen & Tierney,
- Johansson as well does not get signed here as he pick up a lot more forward depth this time around
- Rest of the deals do get signed, Donato gets signed to a more long term deal getting 1.1 over 2, Jujhar getting signed to 1.25 for just 1.
- Jason Demers also gets signed to training camp, agreeing to 850k x 1 deal
- In addition to Demers, with lack of defensive depth this time around, we sign Ian McCoshen to a guaranteed 750k deal instead of going to VGK camp on a PTO.
- In addition to both Demers & McCoshen, Neal tries his luck with another expansion team, signing for a guaranteed 1 x 1 deal instead of going to STL camp on a PTO
- For offensive depth, SEA signs up Brandon Pirri, Scott Wilson & Ryan Lohin on a 750k deals to start in AHL
- Parsons likely gets loaned to Europe due to lack of vaccination, Hutch & Bibeau stay in AHL.


Overall, as the team gets handicapped with lack of unprotected players, SEA targets pending FAs they would eventually go onto sign, outside if Girodano the team's core stays intact. Although many would argue this team is worse and I would agree, not significantly

    It’s shockingly bad how much they fumbled a nearly 1billion dollar investment when you think of the opportunities they had to bleed teams dry too - if they invested in youth and followed a similar path to Arizona (and drafted their expansion better). Seattle could have been a HORRIFYING team in a couple seasons (or even just 1).
