Lou says yes - easily.

Washington doesn't needed to address their goaltending. Kuemper is a very good goalie.

AZ can't afford Mantha. They'll more likely pay for Seabs, Pearson, etc... with picks than accept Mantha.

Caps don't need goalie help, they need top 6 young talent help. You can use that same package and get Keller+Cooley, which is way more important than Sorokin.

They don't need more cap. They will be fine, especially if they lock up Maccelli with term.

They did say that part of the reason they didn't take bad money bad in the Chychrun deal was to be flexible this season and be able to take more bad contracts for even more free assets (a la Ghost, Nemeth, Kassian, et al). But there's nothing to suggest they want bad contracts for the fun of it or would trade draft capital for them. If anything it says they'll be looking to bend teams over the barrel for young guys or picks.
