Did Guerin figure out the cheat code to toggle the salary cap off? That certainly makes buying out both Parise and Suter st the same time make more sense.

No, there is no cheat code to turning off the cap. Buying out Brodie will cost 2.5M against the cap, so maybe Guerin just wants to play on ultra hard mode (aka superstar) instead (of all-star).
