I don't know if you recognized this but Tampa is much better than the 3 teams you listed. Buffalo and Ottawa may have slightly better offenses but Tampa defense, goaltending, grit and team structure clears them by a mile.

IMO Boston gets on of those spots (3rd or a WC spot) with Buffalo, Florida Isles and Caps (possibly Ottawa) competing for the last spot (either third in the Atlantic if they are in that division or the final WC spot)
