Just my humble opinion:
I would think the Habs decline. But not because the offer is horrible, not at all.
The reason is that the Habs are 2-3 years away from competing. And don't have an urgent need to get cap space RIGHT NOW.
So they are not DYING to get rid of Anderson or Gallagher. They can still decide to ride out their contract.
Both these players, as human beings, are quality dudes, with respected leadership and well liked in the team.
The Habs not being overly rushed to get rid of them, I imagine they wait at least 1-2 seasons.
I trul don't believe they 'sell very low', when there's no fire.
