this seems like it can be summed up by, "give spare parts, get useful assets in return." it's not usually a strategy that works out.

Teams that don’t give up their first round picks are the ones that don’t land the top players and they end up getting the lesser pieces.

You do know that every one of those cuspers on the "Taxi Squad" with the exception of Holmberg, who can be sent to the Marlies without passing through waivers, counts against the cap, don't you? That means that in reality, you're about $3.5 million over the limit.
