I don't think this is as bad as you're thinking.
Hart for Primeau & Michkov/Smith.
Frost for a potential early 2024 1st and a 3rd this year. Even if that 1st is protected in 2024, we'd still then go into 2025 draft with 3 first rounders.
Not bad for an offensive minded rebuild.

EDM-PHI
PHI should accept this in a less than a heartbeat, and immediately work on flipping the 2024 1st and 2023 2nd into another top 20 pick in this years draft (Moore or Yager, whoever is available).

But what if though
<div class="quote"><div class="quote_t">Quoting: <b>athrin</b></div><div>OTT declines, they want nothing to do with dumba</div></div>
Dumba is under 30, very likely to receive a 3-4 year deal at around $6.5 (which fits well into their long term cap projections), and is objectively a better defenceman than Zaitsev, so why would Ottawa "want nothing to do with" him?

Blockbuster trade
The only team that should decline this deal is NYR.
MTL: Laf & Newhook take the Habs from #27 to #15 in 5v5 GF. Giving up Suzuki for a better shot at Bedard, with Laf & Newhook as consolidation prizes isn't that big of a loss (assuming each player wants to re-sign and stay in MTL). This is certainly one way to get out of Bergevin's mess.
COL: Adding Suzuki's long contract is a risk here, but it gives the team a solid option at C should Nate get hurt again. Suzuki also widly improves that 2nd PP unit. Trading Girard gives Byram an opportunity for more important minutes.
NYR: This seems to be fixing a problem that doesn't exist. Girard is a great defenceman, but relegating him to the 3rd pairing isn't helping the team, unless they put him on the left side (of which, he'd still bounce between 2nd & 3rd pairing). Giving up Chytil for a late 1st rounder doesn't seem to be worthwhile to a team that relied heavily on him in the playoffs for 5v5 scoring. Kaut is high risk/medium reward & Mysak is undersized and at least 2 years out from competing for a full time roster spot.

Chucks Aggressive Re-tool
<div class="quote"><div class="quote_t">Quoting: <b>Hunter8853</b></div><div>I like this, I do believe though Fletcher will try and make a big money signing like Forsberg for example. I do like the Bobby Brink signing and moving into the roster.</div></div>
I just don't see those big name guys having a reason to sign here. We have no top end talent they want to play with, and no coaching staff they want to play for. They likely know Chuck has a short lease, and if it doesn't work out, they're likely to be moved at the deadline (unless they have trade protection clauses). We're stuck over paying for lower skilled free agents until we hit it big in the draft lottery.

Chucks Aggressive Re-tool
<div class="quote"><div class="quote_t">Quoting: <b>DeadWingsv2</b></div><div>Detroit easily declines. All this does, is leaves us with a hole on the RD side and we're not giving up picks either.</div></div>
Fair enough. I think it's a starting point for talks at least. PHI doesn't have much in terms of NHL ready RHD to return, but they could sweeten the pot with Ronnie Attard who is coming off a great year at Western Michigan. I'm sure DET can push the 3rd back to 2023 or 2024 as well.
Provorov could definitely turn his game around if he's paired with Seider. Provorov's deal ends the year Mo's extension would kick in, and Provorov doesn't have any trade protection which would make this a great deal in the end for DET.
To address the hole left in RD, I could easily see Yzerman taking a calculated swing at Klingberg or Gudbranson in free agency.

Cap dump and need a goalie
This is a semi-decent starting point. Swap Foerster for JR Avon, Neighbors for Bolduc, change the 3rd to a 2nd, and remove any protections on the 2023 1st rounder.

Giroux to Colorado
I was all for this until including Zayde. That kid is going to be something special to watch one day! Sub him out for a conditional 2022 4th rounder (moves to 3rd round) if COL makes it to the Finals, and this would be a great deal (assuming Yandle waives his NTC)!

Giroux in Music City
By far one of the best trade proposals for G so far.
If I was Chuck, I'd change that 1st Rounder to 2023 in hopes for another ticket for the Bedard/Michkov sweepstakes. Swap Evangelista/Tolvanen for pick protection rights (unprotected = Tolvanen).
