Article 50.5.c.ii.B of the CBA states:
“Nevertheless, in order to ensure that Clubs may have sufficient time and flexibility to plan their rosters during the off-season, the Upper Limit shall be temporarily raised by ten (10) percent to permit Clubs additional flexibility with their Averaged Club Salaries during the period from July 1 until and including the last day of Training Camp. On the day following the last day of Training Camp, the Upper Limit shall again be lowered to the level as calculated in Section 50.5(b), and all Clubs must once again be in compliance with the Upper Limit from the day following the last day of Training Camp until and including June 30.”
So, the date you’re looking for is the day following the last day of training camp.
Article 26.13.c outlines a few potential punishments, including “(iv) Declare a forfeiture of any NHL Game(s) determined to have been affected by a Circumvention;“
So, yeah, I can’t give you an example of any penalties because it doesn’t seem any team has exceeded the Cap....because they might just be forfeiting games (among other financial penalties mentioned in Article 26).
I don’t care to get into the minutia of the CBA. The Knights are in a cap crunch and will have to make some moves to become compliant. It’s unlikely they’ll have to let Karlsson go to do so, but hey, I’m just having fun a little bit of fun.

If I’m understanding the rule correctly, Clarkson can’t be put on LTIR until after the official start of the season. And at the official start of the season, each team must be cap compliant. It’s possible VGK will have a few million dollars worth of guys that can clear or avoid waivers to make room for his contract. It’s also possible I’m misunderstanding the rule! But either way, VGK is in a cap crunch with only 19 players signed (18 without Clarkson) and one of their best without a contract. And this is with an 83M projected cap; reported rumors say it might only be 81-82.

Yeah, I haven’t yet given up on Jost just yet either, but I think Karlsson is a clear 2C for our Cup window.
Clarkson doesn’t matter once the season starts, but VGK’s problem is that they can’t put him on LTIR until after the official start of the season, and they have to be cap compliant with him on the roster. They’re already over the cap without WK and a couple others signed, so they’re gonna have to shed money somewhere.

Solid work. I think the Kapanen and Dzingel contracts might be a little high, but the trade looks solid to me. Pretty realistic look at what the off-season might be, although I hope the Avs go for a bigger splash to improve their 2nd line scoring.

This Rantanen deal is a bridge deal, only 2 years, not buying any UFA years. If he’s signing longer term, yeah, he’s definitely getting 10-11M, but as an RFA he doesn’t have the negotiating power a UFA does, which is why Skinner’s contract isn’t a comparable.

MacKinnon’s contract is totally irrelevant. He wasn’t a super star when he signed it. And the cap has gone up significantly. IF MacKinnon was a comparable (which he’s not), you’re looking at percentage of cap hit, not actual dollar amounts.

I can see why either of these teams say no to this trade. But as far as value, I think an elite point producing defenseman hold similar, if not a little more, value than a good two-way 2C. Which is why I used Barrie to move up 6 picks. Age and contract status definitely lean the trade toward Horvat being more valuable, which is why I added in that conditional 2nd rounder for if/when he extends. Maybe the Avs do have to add a little something, but with Barrie being the best player in the trade, I don’t think it needs to be too extreme.

To be honest, I kinda agree with you, but I do think that’s what someone will pay in UFA, and I think Sakic has Hayes targeted as “their guy”. I heard rumors that Sakic wouldn’t budge off of 5 years which is why Avs didn’t make the trade Philly did. But I still see Hayes testing the open market, and I can absolutely see Sakic going a little over the top in a bidding war. My personal max would be 5 years 6.5M, but things get stupid in UFA.

Yeah, I actually kinda came to a similar conclusion myself after posting this. I’m just playing around with a few different off-season ideas. But yeah, if he’s not signing for 7 or 8 years, the number should be under 10. If I was to revise this and keep the unlikely 5 year term, I probably make it 9.75M.

I’m not worried too much about Kadri’s regression over this contract. His stats dropped this year cuz the Tavares’s signing pushed him down the lineup, so I think he gets back to the 30g/60p guy he was if he’s our 2C If we extend, yeah it’s a question, but he’ll be 31 at the end of this deal, which is when you start worrying about age. If the Avs draft a C at 4, it’s perfect timing for Turcotte/Dach/Krebs/Cozens to take over.

If it’s Kapanen+Marleau, I’d offer the Leafs 2019 2nd + a prospect like Nick Henry. Not sure that gets it done, but I wouldn’t value him nearly as highly as Kadri.

Kerfoot ain’t touching 4.5, at least not if COL extends him. I’m expecting a bridge somewhere between 3.5-4M, but he shouldn’t get 4. I personally don’t love him as a player, but he’s got great playmaking skills that could do really well in TOR’s talented top6.

Expensive, yes, but a ~$7M contract doesn’t hurt the Avs right now, and probably won’t until MacKinnon is due his raise in 4 years. At that point, the landscape will be very different, and while I’m all for future planning, the Avs window is open now and for the next 4 years (hopefully longer). We need second line scoring, and Lee provides that among other things. He’s not the only UFA I’d be interested it, but this is just one off-season idea I’m playing with.

You’re probably right; I’m not intimately familiar with the Isles situation. To be honest, 6 years is a year longer than I wanted to go, but I imagine Lee will command it. So, if it gets to 7, I hope the Avs bow out. If he wants higher AAV, I’d go 5x7M, but I imagine the Isles can offer that too.

This is nearly identical to what I have in mind for the Avs going forward. Of course, it'll take some luck to get Patrick, but if we do, I really like the idea of keeping Duchene around another year and sorta easing Jost/Patrick into top6 roles. If it gels, that's a nice forward core. And if it comes down to it, we can still trade Duchene at the next deadline or next summer similar to how we traded ROR with a year remaining on his deal. The D still looks suspect, but maybe Mironov will be a revelation, or maybe we can entice someone like Alzner in UFA.

Yeah, I totally agree with that. I'm willing to trade Iggy to any team he wants as long as they'll throw a 2nd or 3rd our way. And we're happy to retain the max 50%. Let Iggy control his fate pretty much. I'd love to see him lift a cup.

Conservative Avs at the TDL
And to follow up with what I'd like to see over the off-season and pre-season:
-Find a lateral move for Tyson Barrie: a more well-rounded defenseman, but similar age. Hamonic comes to mind.
-Hope like hell Vegas takes Soderberg in the expansion draft.
-Hopefully draft Nolan Patrick who should immediately make the top6 better.
-Give Tyson Jost an extended look for the top9.
-Remove the Captaincy from Landeskog and see who earns it through the first half of the season.
-See which goalie figures their **** out. Seriously, neither of them can possibly be this bad.
-Extend Nieto. I think he's a good addition to our bottom 6.
So, that would leave us with a top9 of MacKinnon, Rantanen, Duchene, Landeskog, Patrick, Jost, Greer, Compher, Comeau/Nieto.
And a top4 D of: Johnson, Zadorov, Barrie or Hamonic-type, Bigras.
It's a young team and will have a tough season, but there's a lot of potential.

Yeah, I considered starting Bigras in the A, but I think he and Gelinas will pretty much split time at first. He'll get experience in practice and probably play a little over half the games. But, as you say, it is anybody's guess.

This could be pretty accurate (except Grimaldi just got sent down). Not crazy about our forward depth, but Rantanen will eventually bolster us on the wing.
