it should be. He is bffs with Aho. Prob would sign cheaper too to stay. Like 5 year $8.

If it was me, I'd rather keep the package.

That's an exaggeration, but I get the point. Nevertheless, this is FAR too much for Laine right now

Is anybody’s actually sure that Laine makes any team better?

One of the things that Carolina has needed for a couple of years now is a shooting threat from outside, even more so now that Hamilton is gone. The best scorers on the team are better suited as playmakers (Aho, Svech, Necas, etc) and would benefit greatly from having someone that commands defensive attention and gives them space. With one of the sturdiest defensive groups in the league (from both F and D), they don't need Laine to be someone that he isn't and can use him optimally, unlike in Columbus. The ceiling is still insanely high and I think Carolina is the best place for him to hit it.

To answer your question directly: Yes, I am certain that he makes a team better if they already have a good structure and build.

He literally does nothing at an NHL level outside of shooting. Idk that he makes any team substantially better.
