Tampa would decline as they'd want a top level prospect coming back. Barbashev had a great year, so his value is higher than it would've been; however, Tampa knows he's not more than a 1 year rental, so they'd likely target a top winger prospect either in addition to or in place of him. I could see Tampa being interested with Neighbours, Barbashev and Mikkola, or maybe Neighbours, Mikkola and '22 1st. I have more doubts they'd take Barbashev, Mikkola and a 1st, but they probably wouldn't immediately decline.

Wash, rinse, repeat - for Blues to get Sergachev - Neighbors or Bolduc is going to need to be part of the package. It will hurt - I think it’s worth it but others will disagree
