Just for clarity's sake, Robertson would be an emergency recall once Tavares is placed on IR not Liljegren. Emergency recalls work based on position. A team can't have less than 12 forwards, 6 defensemen and 2 goalies.

and in this case one of those F is Robertson, the emergency recall. Tavares would be the 12th forward for roster submissions on Monday before being placed on IR which would lower the available forwards to 11 and enable to emergency recall of Robertson.

The only relevant question is do the Leafs need to play the opening game with only 11 forwards to enable to recall or is there some small print in the CBA somewhere allowing this before then.

Maybe they can have Tavares on the 20 man roster Monday while sending down Robertson. On Wednesday they place JT on the IR and use the emergency recall.

Emergency recall can only be triggered for game 2.

My bad, I missed that he was on the roster. To answer your question, no they don't need to play a game with only 11 forwards they just need to have 11 healthy forwards on the roster and no cap room to add another.
