Yes, he can fill in multiple spots in the lineup due to injury and provide great value as a veteran in the AHL or as a "blackshirt" come playoff time.

I remember he was a good hockey player when he was traded for karlson.

Teams seem to be prioritizing low-priced depth forwards this off-season. Tierney has fallen off a lot over the last few seasons, but he just turned 29, and this is a 1-year, 2-way contract so they have pretty much nothing to lose by giving him a try.
