I wouldn't say Frank is a conspiracy theorist - he just reports things he hears. And with lots of stuff leaking out of Philly FO this summer I would lean toward thinking the rumors he grabbed onto about Laughton for a 1st+ came from someone close to Philly, not STL. All of the things that Armstrong publicly said would contradict having interest in trading big pieces for Laughton. Plus we know that talks went pretty far with a Sanheim-Krug swap that involved a 1st. That would lead me to think that Frank heard a lot of info and put the wrong wires together.

To be fair, the quotes he gave were about whether to spend the first round picks. Picking up Hayes for next to nothing wasn't lying. Trading a first for Laughton would've been.
