On your second: why? Imo, the Leafs have a stacked top 6 and a serviceable top 4 D. Adding in a 22 year old guy who can be a cheap value contract and play big minutes is exactly what they need.
I would say the Leafs don't do this for the same reason that Colorado doesn't just trade away D Toews. Byram still has a lot of growing to do though, maybe he makes a huge jump this year but I don't think that would be in Toronto.
As of npw though, in terms of playing big minutes, offensively he would be behind Rielly and Klingberg which isn't an issue, and defensively he'll be behind Brodie for sure. If he's able to play the second most defensive minutes and make a positive impact then that's exactly what they need but considering his age and health that's far from a sure thing. So going from a stacked top 6 to a good one might not be worth it in the short-term. The low cap hit for the next two years could br great but only if scoring doesn't become an issue.
I think it would make more sense for the Leafs to get Toews if they are willing to sacrifice some offense from the forward. Byram would be a good choice only if they are dialing back expectations a bit for the next couple of years. I don't think that would be wise though with other Atlantic teams on the rise.
Edit: Maybe if Patrick Kane becomes an option with Nylander gone then it would be worth it. What the Leafs need though imo is a RHD that can pair with Rielly that allows Brodie to play with Klingberg or McCabe as needed. Maybe that could be Liljegren if he grows or a defensive d who will cost a whole lot less than Byram.
