There's no cap dump scenario for Anderson simply because Montreal has no need to dump cap.
That means Anderson and Campbell cannot have roughly equal value to Montreal.
From Montreal's perspective, you have to offer positive value to acquire Anderson and significant value to dump Campbell.
Treat those as two separate trades. Even if it's only a 7th for Anderson, it's still roughly a 1st and valuable prospect to move Campbell.
Remove the retention on Allen, Anderson, and Kovacevic from this proposal, and you're still short at least a 5th round pick and that's only if Montreal really likes Bourgault and Lavoie.
Montreal's not the right team to take Campbell. Even if they move Allen he'd still be in the minors to give Primeau NHL time.
You want a partner that at least has a vacancy in goal on the NHL roster for a couple of years and isn't projecting to be a playoff team during Campbell's contract.
