Why would the Oilers pass. They are in win now mode (next couple years) and yes a 20-32 overall pick is nice along with a late second but the 5 million dollars in cap that would be freed up would be more helpful to the current Oilers.

buy out does not cost them much and can use those assets better at deadline to go all in for a cup.
