This is hyperbole. He's not the best offensive defenseman out there, this year, but last summer you could make a strong case that he was, based on his total power play points over the three years before that, playing with the Blues and Capitals. The Rangers might not have their power play worked out. The Penguins do. Shattenkirk didn't get too much power play time behind Carlson or Niskanen, after the first month in Washington, when the team looked over the stats, and Niskanen didn't get too much power play time when Letang was healthy in Pittsburgh, but part of that could be that he hit UFA after the first year that he had any offense to speak of, and how often is Letang healthy to start the playoffs?
Pittsburgh would totally trade for Shattenkirk if he were willing to waive his NMC, but Matta, Sprong, and a 2nd is an overpayment, Maata is an important defensive defenseman for the Pens, and Shattenkirk moved to New York to put his personal life ahead of winning hockey games. It's a reasonable gamble, since New York usually adds a bunch of good UFAs and is likely to have a good hockey team again soon, and even when they're not good, they still have plenty of fans.
If Shattenkirk wants to be traded, the teams that will give up that much to get him are the teams that truly don't have a top RHD for their power play, but otherwise have the offensive firepower to contend. I'd start that list with the Leafs and Oilers.
