Bogo will absolutely be getting regular playing time. I certainly don't expect that ice time was guaranteed to him, but I am sure they told him that he would either have a regular spot or they would find a trade for him. Last year in Buffalo he asked for a trade on the day he was healthy scratched for the second time. Bogo has zero interest in sitting and he knows that other teams would be interested in him. Unfortunately for him his contract in Buffalo was a problem, but that won't be a problem with his current contract.

Dubas said that they would like to see him grow there and eventually challenge up the depth chart. As that is the only possible way for advancement there really wasn't anything else he could say.

Highly doubt it. That is not Dubas' decision to make. Bogo knows as well as anyone that those types of decisions are made at camp and then during the regular season.
The sensible spot for Bogo is on the third pairing where the team needs a presence and on the PK1.
