You put players on waivers that you wish to send down who are on 1-way contracts. You don't have to, but it helps with cap relief so I would recommend it.
he may be interested, but he may not be, it depends on what the weather is really. if it's sunny, then he's probably interested, but still may not be, but if it's raining, he probably isn't interested, but he would let you know if he's interested or not depending on if he's interested or not. it also depends on how the senators play, without knowing that he can't really make a decision, but maybe he can, but most likely he can't, so the senators need to finish their season before he can decide, but maybe they don't have to, who knows
Why would waiver claims need to be anonymous? Not only is that extra effort for no gain, it's not helpful for GM's in deciding whether to make a claim and will extend things exponentially.

In the event that a GM makes a claim for a player and another GM, who is higher on priority than the first GM, claims that player to ensure that they don't get it.
It is just a way for GMs not to tip their hand(s).
