Cody Franson couldn't keep an NHL job last year. Why would he get $2.5M next year? He'll be looking just to stay in the league. Maybe at less than a million he's worth a shot, but I can't see any club giving him more than that.
Also, your roster is under the cap floor by $3-5 million.

Yes, AZ is confident that they can re-sign OEL. See the end of year press conference and OEL's comments. It's pretty much a given. Probably an 8 X $8M or there about.
The problem with any offer for OEL is that the offering team wants to acquire him on the cheap and claim that he only has 1 year left. That's false. He can and will sign an 8 year extension this summer. If you're trading for him, you're trading for 9 years of him and the Yotes would offer to eat 50% of 18-19. That's worth a ton.
There's a small chance OEL won't re-sign in AZ and will get traded. But in that scenario, whoever gets him will pay a pile in trade assets and cash. Most team's fans just can't stomach the cost, which is understandable. But saying he only has 1 year left is nonsense.

Toby Rieder's QO is $2.45M and I assure you he won't take anything less. The reason he was traded from AZ was he and his agent are a pain in the ass to negotiate with and it's just not worth the trouble for what he brings to the table.

Fixing a Broken Team
Bolland doesn't play ice hockey any more. I highly doubt Max Domi gets that kind of contract. And the Coyotes can't afford JVR.
The team was a playoff team in 2018. If it wasn't for the horrific first half and that record setting 20 first games, the Coyotes would have been on the bubble. A year of maturity should see a better result in 18-19.
To fix this club, the only thing they need is a stable owner with deep enough pockets to privately finance a local stadium in the East Valley.

Playoffs (READ DESCRIPTION)
You've got the right idea.
I personally wouldn't trade Martinook for a pick like that. He's worth more to the team and his line with Richardson has been excellent, including PK. Cousins is terrible on the dot and they need Richy or another center for that 4th line.
Vanek, Bozak, Grabner - whoever is in their price range and term. They need some scoring punch, and UFA might be the best way to fill that need. But there might be some trade opportunities too. And they might win the 2nd overall. (Okay, that might be too optimistic). :-/

Huge moves: Trades with EDM, WSH, MTL, OTT
This roster is $6M+ over the Yotes internal budget. Or approximately 1 Nicklas Backstrom. So you can understand why the Coyotes can't make that WSH trade even if they wanted to. They need the 6OV and Crouse on ELCs. Most fans don't recognize the importance of cheap, effective contracts for AZ.
I'm curious if Edmonton is going to bother qualifying Ryan Strome. Panik outproduced R. Strome, particularly once he came to AZ. Demers is better than Sekera. Is the pick at around 10 that much more valuable than Fischer? That's debatable, depending on who falls in the draft but Fischer has a lot of value to the Coyotes as the only right handed winger in the top 9.
The Coyotes GM made it sound at the end of year press conference like he's set to make a pretty big trade at the draft. He said he laid the groundwork at the trade deadline. Personally I'm nervous that Domi or Perlini are going to get shipped out and blossom on another squad.

Out Of The Basement
There's a difference between being able to afford the cap hit and being able to afford the salary in actual cash. The Coyotes internal budget wouldn't allow for taking on the Ryan contract without some other moves. As is, I would estimate this roster to be about $5M over. And I imagine they send Zadina back if they draft him.

Assets are going the wrong way in this one. Why would the poorest team in the league take on that boat anchor of a contract, unless a significant sweetener was offered to make it worth their while?
If the Coyotes need help on the right wing, why not sign Vanek or Bozak in UFA, draft Svechnikov, or rush Merkley to the show? All of those options should be able to match Ryan's 33 points for a lot less money.
Sens might be able to convince the Yotes to take Ryan, but it won't come cheap, so it might not be worthwhile.

Coyotes already have two goalies in Raanta and Kuemper, and the 4 goalies in their prospect pool are all showing well too. Adding Grubauer isn't attractive to the Coyotes. Raanta will re-sign an extension.

What cha all think of this craziness
Interesting take, and only a few million over the Yotes internal budget.
Problem is this roster is based on a very weak set of premises. By all accounts, it sounds like Raanta, OEL, and Richardson are set to re-sign. Hjalmarsson will probably not be re-signed this off-season, but - depending on his play and the outcome of free agency and the draft - I wouldn't be surprised to see him re-sign at some point during next season either. He was excellent when healthy and their record with him vs without him attests to that fact.
OEL 8 X $8M with full NMC
Raanta 4 X $4.25M
Richardson 1 X $1.75M
Domi is harder to peg, because he struggled to start the year, had an awful shooting percent, and only scored like 3 goals all year long (the other 5 were EN). I'm guessing either a short "show me" bridge, or a longer 3 or 4 X $3.25M.
If they "need to solidify their right wing", I think Svechnikov through the draft, Merkley through the prospect pool, or someone like Vanek or Bozak through free agency is the way it will be addressed.

18/19 opening day lineup?
I could see them bringing K-Conn back as 7D since he had such a strong 2nd half. Schenn has been a healthy scratch for 16 of the last 20 games - and that's the time span the team's been winning. Doubt he's coming back.
If Domi takes that little money, it's on a 1-year "show-me" contract.
Raanta's getting a good deal more money than that.
Merkley doesn't play center and isn't ready for NHL yet. Dvorak plays center. Look at his faceoffs.

Over the Coyotes internal budget by about $9M.
Schneider has a NTC, is more expensive, and has worse numbers than Raanta this year. Why would Schneider waive? Why would the Coyotes give up Max Domi and his cost controlled years to get a more expensive goalie with worse stats who is unfamiliar with the system?

NSH, Tavares, ARZ
Scenario and trade idea are well thought out. Kudos. From the Coyotes POV, this is a possible yes, depending on where the 2018 1st lands and how free agency plays out.
Westerlund for Fabbro is what makes the trade intriguing. Of note, Westerlund and Rasmus Dahlin both play for Frolunda. Fabbro could potentially step in next season and fill out the Yotes D. But acquiring both Bonino and Smith while only moving out Fischer would probably mean trading one of Strome or Dvorak. So it would really depend what type of return they could get on either of those guys.
OTOH, if AZ can sign a UFA that can pot 20 goals for around $4.5M per season on a 3 year deal, is it really worth trading 2 years of Fischer's ELC to go from Westerlund to Fabbro? Let's use Bozak as the comp.
Bozak, Fischer, Westerlund, 3rd round OR Smith, Bonino, Fabbro? It's close, but AZ might prefer the cheaper option on the left. Might need a little extra juice.

This offseason
Coyotes have an internal budget that's expected to be something like $58-60M next year. They can take on dead cap in trade if it's worth their while, because they expect to be near the cap floor.
Derek Stepan for the rights to Ryan Strome is pretty far off in value. It's not a trade the Coyotes would make, just by positional need alone. Then consider Stepan's greater production over Strome presently and historically and it becomes laughable.
That's way too much for Domi on a 2 year. That's not enough for Raanta given the numbers he put up as a starter on this club.
Considering how much cap space they have, the Coyotes might take a run at a high end UFA, depending on how the draft plays out. But it would only be one premier UFA. The rest of the team's growth has to come from internal development.
Take a look at the Coyotes record since January 1st. They don't need to change much up in the off-season.

Roster is something like $7 to $9 million below the cap floor. That really is an interesting off-season challenge for the Coyotes. They need to offer to take on cap if someone will make it worth their while like Florida and Detroit did in the past.
I imagine Coyotes would send Boqvist/Bouchard back down for their D+1 season. AZ has quite a few D prospects at further stages of development (but with lower ceilings) in Joseph, Capobianco, Dineen, Mermis, and Westerlund. Re-signing Connauton as a 7D is a good possibility too, since his play has picked up in the 2nd half.
I don't think Max Domi pulls a contract like that. If he gets term, the AAV is lower. He might be best served taking a bridge deal.
MacInnis isn't ready for the NHL. But I think they'll re-sign Richardson to a reasonable deal. He made a comment about the trade deadline and didn't get traded, so I imagine he's coming back.

OEL pay in AZ (with state taxes, etc) is probably in the $8.5M over 8 years range. He's had some struggles over the past 2 seasons, but the Coyotes have positioned the organization around OEL, including future pay. I expect the extension will be announced before the start of training camp.
Raanta will sign a long term extension as well. Hill is the top goalie prospect and they've basically cut ties with Langhamer and sent him back to Czech league. Will Merrick Madsen sign an ELC with the Coyotes or go to free agency?
The idea that the Coyotes will win not one but two draft lotteries seems laughable considering their history, but I guess anything's possible, right? Far more likely they're picking 5th or 6th in 2018 IMO.
