I'm the VAN GM and have recquired Roberto Luongo from the Panthers. VAN originally retained salary when Luongo was sent to Florida, so by reacquiring him does that open up one of my 3 salary retention spots again?
I appreciate any decision you may come to..... but I'd like that extra spot back.

If you were able to reassume that retained salary, you'd be able to trade the player again afterwards or send that player to the minors without retaining it, so it's undoubtedly a no.
I'm trying to find something more concrete to give you, but for now at least, assume you are stuck with that retained salary regardless of any situations which may arise.

All of the rules set forth are written so that modifications and terms of salary transactions and SPC's may not be modified unless they qualify for an exception.
The exceptions are then covered in detail.
So rather than say "you can't reabsorb the retained salary into the original contract" they say you can't do anything other than what is expressly allowed.
There is nothing to say you are allowed to recover that retained salary slot, other than when the original SPC is terminated.
I'm not clear on whether a buyout of a player would remove or modify the amount of the retained salary, so I'd have to look into that more if it were to come up.

In simple terms, there is a rule that allows you to cut the contract in half and split it, but no rule to allow you to tape it back together.
The 3 retained salary transactions rule, is that you can only have 3 such transactions on the books in a calendar year. So you only get one of those slots back once a previous one has expired.

I'd disagree. I think Ceci is overrated personally. He's a fancy stats nightmare for one. Bad enough that he has a negative impact on Phaneuf's numbers, if you can believe that.
How much of that is a symptom of playing for Ottawa is up in the air, and he did show early promise, but I think his development plateaued rather early.
If you put stock in Ceci now, you're basically hoping he has another developmental leap and is somewhat of a late bloomer that needs more experience to improve.

Stop by the suggestions thread. We're running out of time to figure out Vegas 48 hour UFA period. We're going to need a solution soon.
Inactive GMs are also going to be an issue. They only have a few days to prepare for expansion right now as it is.
If they are going to be replaced, we need to do it quickly enough to give a new GM time to get their roster ready.
Could we possibly assign assistants or co-GMs to inactive teams? That way the GM isn't getting "fired", but we don't end up with a team caught unprepared.
I know you are reluctant to replace anybody, but the clock is ticking.
And I agree with Rico that we need to do something about inactive GMs. Not fire them, but appoint an active assistant to be interim. This is a big problem with Dallas because so many teams are intent on Klingberg which has a big impact on who we're protecting on expansion lists
