Not true. You can't win the lottery more than twice in five years, so they could still win both lotteries and draft these two players.

However, you can no longer move up more than 10 spots if you do win. So if Montreal finishes dead last and a team that finished 12-16 wins the lottery, then Montreal would still pick first, despite not winning the lottery, even if they had won the lottery the previous two years in a row.
