I've mentioned it before, taking the player preference aspect out of it, making the structure of salary to term theisway intended negates the whole aspect of bargaining.
Let's take Radulov for example.
IRL he signed 6M+ for 5 years. Had MTL offered 7+ or 8 mil for 4 years he'd of been signed a long time ago.
This structure basically makes everyone's buying power the exact same so that it would come down to players preference but we don't have that obviously. I understand the whole point of this was to eliminate a Gm from offering Oshie 15M x 3 years but in the true spirit of the game, that shouldn't be against the rules. This is free agency. The whole point is to get the best contract which is a combination of dollars and term. The team that makes one of these farce type contracts still needs to live with it. Signing Oshie to 15M not only is a dumb idea but puts their team on major financial constraints. But that is their prerogative. Also since the home team and Vegas have such an advantage over the rest of the teams, they are almost guaranteed to keep those players. Barring a stupid offer by one of the other GM's, which none can really do anyway, its almost a forgone conclusion that a team with the home town rights will resign the player almost for sure. If not, Vegas will likely snatch up the player. Leaving nothing for a new GM's. At least none of the good players anyway.
I understand the age portion for players over 35. That makes more sense.
I think the preventative measures that you are putting in place are too extreme and are only trying to negate the crazy offers, which for all we know might not even happen, but are coming at the expense of the tactical offers a GM would normally have to use to his advantage.
The structure of the years to salary aren't exactly based off reality either. All they do essentially is make everyone's initial offer quite close and subject to differences of 0.01m...... Since no secondary offers can be made, all this free agency is, is throwing a fishline and hoping for a catch.....
If anything the tiebreaker for the 5x3 or 7.5x2 type debate could simply be the contract offer with the longer term wins. Most players are looking for term over dollars anyway.
The base for this FA plan is good but the actual structure for bidding isn't IMO. Might as well just let the hometown teams sign their players right now. What ever scraps are left will be available to the rest of the GM's.
