I think you already explained why Chicago declines:

"with the options to acquire Brett Pesce or Travis Konecny the Oilers need to clear space"

This means assets go with the cap dump, not a young cost controlled bottom 6 player and a 4th for said cap dump.

Totally agree!

I also would like to add that Katchouk was playing really well towards the end of the season, so I would be hesitant to move him at this time.

Canes won’t be underselling on Pesce when an extension is already close.

Overpay for Pesce. His price is probably 1st + 3rd / Ceci + 2023 2nd. Especially when you consider the likelyhood of him resigning with Edmonton is very low.
