A full roster doesn't matter. Chi wants to win. They have a few years before Bedard makes real money. Best to start really building now. Petry makes them better. And they get a pick out of it.
If Chi was offered Petry and a 2nd for nothing, I would bet cash they would accept.
CHI does not want to win now. If they did, they wouldn't have brought in Hall, or given Foligno and Perry $4M contracts, or left the entire left side of our defense open for rookies, or kept Zaitsev on the roster. They want to give the young players already in their system AMPLE opportunity to play for their next contracts and prove they belong and can make a difference.
They are not going to go out and add veterans to win now. They are not concerned with winning now while Bedard is on an ELC. They had two goals this summer, get over the cap floor, and give young players opportunity.
Also, their roster being full does matter. Teams are allowed a maximum of 23 players on their active roster. They are currently at 24 without this trade, and without having officially called up Reichel or Vlasic, who are both essentially locks to be on the NHL roster in the 23-24 season. If they wanted to "win now", they wouldn't add a cap dump in the first place.
