It wouldn't surprise me if the team expecting $1.9M retained on Garland was the Jackets. Paying even $3M for a 3rd line winger isn't the best use of cap space. They're certainly not going to pay him almost $5M to play there.

Given that Serevelli was reporting the Hawks turned down a 2nd and Garland at 30% retained for Future Considerations.

I'd say that this is a steal for Vancouver. They get a D they desperately need and save $1.45M in cap for 3 years.
