I get the logic, honestly. Pittsburgh has a rough farm system, and instead of focusing on getting a single A prospect, Dubas brings in three B/B+ prospects. It's definitely quantity over quality, but it's not like these guys are bums - it's three guys generally ranked in the top 7/8 of Carolina's prospects.
When you consider that Pittsburgh's top-6 is currently populated by guys like Sid (36 years old), Malkin (37), Rakell (30), Reilly Smith (32), Lars Eller (34), and Bryan Rust (31), not to mention bottom-6 guys like Jeff Carter (39) & Noel Acciari (32), I think there's definitely some value in getting a 28-year-old Michael Bunting with some term and three guys that are all showing top-9 potential and should be ready within the next 2 or so years.
