It measures shot attempts, which is a good indicator of puck possession. If you have a higher Corsi, you control the puck more than your opponent and you, generally, control pace of the game. However, you have to convert on these shot attempts or else you become like the LA Kings where you lead the league in Corsi, but you can't actually score.
