Most likely.

First time ever I see someone waiving the trade AFTER it's been announced.

Not at least surprised it's Vegas though. They didn't bother asking Fleury about his NTC when he was dealt to Hawks. Ofc they didn't do it either with Dadonov.

You can make a trade at any time you want, but if a player is dealt after the TDL they’re ineligible to play in the playoffs. So really Vegas doesn’t need to do this today, they can chill with Dadonov until Stone comes back and then trade him at that point, as long as they aren’t getting a player they want to use in the playoffs back.

Yup. The trade deadline isn't a "trade" deadline. It's a "submit your playoff reserve lists" deadline.
You can trade players, they just won't be eligible for the playoffs. (Doesn't matter if they are going to non- playoff teams.)

I saw multiple people say today that they aren't eligible to play in the regular season either.

So teams are allowed to make trades after the trade deadline? So say the Canucks can make a trade with the Devils and that’s fine?

They can trade, but they can't play in the regular season or playoffs.
