Let me say again, Adams was way over his head when he became GM.

Sabres have 49mill in Cap Space in 24-25. Even if Dahlin and Power take say 19m of that it still gives you plenty of room, especially with some of the ECL they will have.
As the cap, next season is easy.
All the GK and D-men are locked up and they need to sign four forward to replace Okposo, Girgenson, Jost and Hinostroza with nearly $20,000,000 of space.
The first three will probably sign for about $6,000,000 total and they could go with a prospect and add only $1,000,000 or a depth forward for more.
Regardless, next season is no problem.
2024-2025 will be a little more difficult.
They have only seven fowards, one defensemen and Levi signed with $38,000,000 commited.
Krebs and Mittelstadt will be looking raises, let's presume they get $7,000,000 together, Girgensons, Okposo and Jost add another $7,000,000 (does not have to be them just place holders and estimated salaries) and Savoie and Kulich crack the line up to add another $2,000,000
So the forwards will account for $54,000,000
Presuming an $85,000,000 cap that leaves $31,000,000 for Dahlin, Power, Jokiharju and three more defensemen.
Even with team friendly contracts Dahlin will get $9,000,000 Power $7,000,000, Jokiharju could reach $4,000,000 but $3,000,000 is more likely.
That leave $10,000,000 for three more defensemen. if one of them is Petry that leaves only $4,000,000 for two more defensemen and a GK.
Adding Petry could create serious cap issues in two years.
He could be a good on ice coach, but Buffalo may not be able to afford him in the second year of his contract.
